The Federal Communications Commission has launched a temporary program to help families and households struggling to afford Internet service during the COVID-19 pandemic. The Emergency Broadband Benefit provides a discount of up to $50 per month toward broadband service for eligible households and up to $75 per month for households on qualifying Tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers.

Good morning. I'm sure most of you are aware, but the legislature's Human Services Committee (HSC) has finally raised a bill that seeks to expand health insurance coverage for all immigrants, including non-citizens (formerly undocumented individuals). While it's not the expansive bill that many had hoped for - it is the one shot the HSC has provided to get all individuals covered in some fashion, regardless of immigration status. Advocacy efforts have resulted in major changes for CT low-income residents regarding access to utility protections.

The changes flow from CCA attorney Bonnie Roswig’s participation in the latest PURA Arrearage Forgiveness Docket. This statutorily mandated docket sets out the parameters of the November to May programs that should protect families from utility shut off.

As we all know, parents are juggling so much during this pandemic. Supervision of their children at all times can be a real challenge. Some of the unintended consequences like accidental injuries due to burns, and other injuries can result from all that families are juggling. Burn injuries can be quite severe and can happen very quickly. Steam burns can occur from microwaves, and scald burns can occur from bathtubs. All too often people think about burns only in relation to fires, which of course can be deadly.

COVID UTILITY PROTECTION ENDS SEPTEMBER 9, 2020

Protection can continue until October 31, 2020, if families call to get coded for HARDSHIP or WINTER protection.

The PURA (Public Utilities Regulatory Authority) July 21, 2020 ruling agrees to extend protection through October 31, 2020 for families who are coded as Hardship customers. On November 1, Hardship customers are protected from utility shutoff by the winter protection moratorium, which is effective through May 1.

Justice Department Settlement Agreement:
Life-Saving Emergency Medication Must Be Administered to Children with Epilepsy

Discrimination against children with Epilepsy who attend day care centers will no longer be tolerated according to a Settlement Agreement entered into by the Justice Department and Tender Care Learning Centers, a day care company that operates multiple facilities in Connecticut and Pennsylvania.

As most of you know, the Connecticut General Assembly and the Governor signed into law Public Act 19-109, An Act Concerning the Prevention of HIV (effective July 1, 2019).

The General Assembly's Human Services Committee held a public hearing for SB 1053 yesterday, a bill to expand eligibility for HUSKY insurance coverage to all Connecticut children, including undocumented immigrant children. As reported in the Hartford Courant, a state social service official and advocates for children came down on different sides of the debate.

State Representatives Jeff Currey and Raghib Allie-Brennan, in collaboration with the Center for Children’s Advocacy, Dr. Krystn Wagner of Fair Haven Community Health Care, and Shawn Lang of AIDS CT, introduced H.B. 6540, An Act Concerning the Prevention of HIV. There was a public hearing on Monday, February 25, 2019 and there seems to be widespread support of the initiative. Hopefully you will join us in our efforts!

The MLP list in Salsa and Engage is a separate list from the listserv, and the MLPP anniversary announcement can go to both. Would you use one of the recent emails in Engage as a template and just replace text and photo? And would you send me a test before it goes out?
