We know that there is so much happening in the world right now, and that many international students are facing emotional stress, including uncertainty, fear, worry, grief, and trauma, among other feelings. On top of this, many international students and scholars are navigating unpredictable travel and visa policies, and face uncertainty about how to plan for meeting their academic and career goals. This takes a toll not only on one’s mental health but also physical health and wellbeing.
It is important to seek support where you can. Support may come from mentors, from your groups

On Thursday, the Department of Homeland Security (DHS) published a proposed rule that could significantly change how you and your family members on F or J visas maintain your legal status in the United States. Over the past week hundreds of international students at universities across the U.S. have had their visas revoked and/or their SEVIS records terminated by the Department of Homeland Security (DHS), with no notice provided to the university.

As a reminder, April 15 is the deadline to file your 2024 tax return if you worked in 2024. UConn has two different options to support nonresident alien tax filers.

Option 1 - Schedule an Appointment with UConn VITA. There are still a lot of appointments available for this week and next week. Do not wait to schedule as VITA needs to review your submission before finalizing and confirming your appointment.

Unfortunately the UConn VITA program has had to cancel their appointments for the next few weeks and they may not be able to accommodate more students this year. The best option for you if you are a nonresident for tax purposes will be to use www.sprintax.com to file your taxes. Important reminder for new UConn international students!
All international students on F-1 and J-1 visas must complete the "Immigration Check-in" with International Student and Scholar Services (ISSS) upon arrival in the United States. You should complete your immigration check in with ISSS in the first days after your arrival, and no later than August 28 (start day of the semester). Failure to check-in may result in the termination of your SEVIS record and I-20/DS-2019. This is a requirement of your student visa.

The Center for International Students and Scholars (CISS) will not offer in-person services on Monday, July 3, 2023, but staff will be working remotely. Students with brief questions may use virtual drop in services from 1:30-3:30 p.m. CISS will be closed for the Independence Day holiday on Tuesday, July 4, 2023. Federal government regulations allow graduate students on F-1 and J-1 visas to hold on-campus employment while they are pursuing their degree. If you complete your degree requirements during Fall 2022 and if your degree is conferred in December, you will no longer be pursuing your degree after December 18, 2022.

As you may know, Connecticut is expected to experience a significant snowstorm starting tonight, into tomorrow. Students who live off campus should make sure to get groceries today for the weekend if you have not already done so and review your rental lease if you are unsure if you are responsible for snow removal. Students who live on-campus should follow directions from the University regarding move-in and on-campus dining availability (check your UConn email). Snowstorms can sometimes lead to power outages, so make sure your devices are charged, and that you have any supplies you need in case you lose

ISSS Remote Services
With the University's decision to hold the first two weeks of classes online, and our physical move to a new space (see below), ISSS will temporarily change to remote services. We will continue to provide you with full ISSS services virtually, while protecting the health of our staff, students and visiting scholars. This change will begin today, January 4 and we anticipate reopening to in-person services on January 31. This applies to all ISSS campus locations.

New Travel Restrictions and Procedures for Winter Break Travel

We are writing to confirm new restrictions on travel to the U.S., effective today, in light of the new COVID-19 variant of concern. The new travel restrictions apply to noncitizens who were present in the following countries within 14 days of planned entry to the U.S.: Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, and Zimbabwe. Fall semester will soon begin, and ISSS would like to remind all international students that you must study on a full-time basis every semester.
Full-time generally means you are taking a minimum of:
* Bachelor's level: 12 credits
* Master's/PhD level with graduate assistantship: 6 credits
* Master's/Grad Certificate/PhD level, no graduate assistantship: 9 credits, or 3 credit FT GRAD course
* JD students: 12 credits
* UCAELI: Participate fully in your intensive English program

Understanding your COVID-19 testing and quarantine guidelines:

Depending on your vaccination status and where you have traveled from, you may need to follow a quarantine after arrival. Students who are fully vaccinated with an FDA or WHO approved vaccine do not need to quarantine after international or domestic travel.

Connecticut is expected to experience significant weather on Sunday, August 22, with a level 1 hurricane on its way. As of now, parts of the Connecticut coast are under a hurricane warning, and the rest of the state is under a tropical storm warning. This could lead to power outages throughout the state, and you can expect significant wind and rain. If you will need to get any last-minute groceries or other supplies, we recommend you get those today, and do not go out tomorrow.

The tax filing season has begun. If you earned income in the U.S. in 2020 you are responsible to file a tax return by April 15, 2021 and should pay attention to the information below. The VITA program at UConn and Sprintax software are available to students and scholars. As you may know, Connecticut is expected to experience a significant snowstorm starting tonight, into tomorrow. If you will need to get any last-minute groceries or other supplies, you should get those today, as travel tomorrow could be dangerous. The storm will be a Nor'easter, which you can read about here. Snowstorms can sometimes lead to power outages, so make sure your devices are charged, and that you have any supplies you need in case you lose light/heat (flashlight, warm layers, hats/gloves, blankets, food that does not require cooking, etc.). ISSS has confirmed updated guidance from the U.S. government regarding international students and distance learning for the Spring 2021 semester.

Please note the following rules and requirements:

* Current students who were enrolled March 9, 2020 or earlier: Students who were enrolled in a U.S. academic program on March 9, 2020 and have continued to maintain F-1 visa status may study fully online while in the U.S. Also, if you are studying full time from your home country, ISSS may keep your SEVIS record active while you are gone, even if your total absence exceeds 5 months.

November 2 is the University’s deadline to withdraw from a course. We want to remind you that if you are considering dropping a course that would leave you with only part-time enrollment, you must get permission from ISSS before you drop your course.

Today the U.S. government offered clarifying guidance for Fall semester, which particularly impacts new students who are outside the United States. Starting Monday, July 27 ISSS will no longer offer Chat Advising via Microsoft Teams. Instead students can visit our website and click on the blue and yellow "Let's Chat" widget in the lower right-hand side of the screen to start chatting with an ISSS Advisor.

ISSS Chat Advising takes place Monday-Friday from 1:30-3:30 p.m. The "Let's Chat" widget will only pop up during ISSS Chat Advising hours. This change will allow students who may not have access to MS Teams to still be able to participate in chat advising. We look forward to seeing you online

We are writing to let you know of an update from the U.S. Department of State for travelers arriving to the U.S. from Schengen Area countries of Europe, the United Kingdom, and Ireland. If you are traveling from these countries on an F-1 visa you do not need to obtain a National Interest Exception, provided you already have a valid F-1 visa that you are traveling on. Travelers on F-1 visas automatically qualify for an exception to the entry restriction.

We are writing to provide you with updated information, and to share a message from our University Provost and Executive Vice President for Academic Affairs, Carl Lejuez, that was sent earlier today. The memo released by ICE on Monday suggests a course of action that is incredibly cruel to international students, who are already dealing with so many difficulties as a result of the pandemic, including travel and visa restrictions, xenophobia and financial challenges. These proposed rules represent a drastic measure by the U.S. government and is already being challenged by many States.

International Students and Scholar Services would like to remind UConn students and visiting scholars who travel to campus from international locations that they should self-quarantine for 14 days after arrival to the United States. Current Center for Disease Control guidelines ask that international travelers stay home and monitor their health for this period, to prevent community spread and protect the health of others. Reduced Course Load in Last Semester Reminder

Are you graduating in Spring 2020? Do you only need part-time classes to graduate?

Part time = fewer than 12 credits for Bachelors students and fewer than 9 credits for Masters/PhD with no GA.

If you will graduate in Spring 2020, you are allowed to take only those courses needed to graduate. This means it may be possible to study on a part-time basis, even though the F-1 visa normally requires full time study.

Dear international students and scholars,

A growing number of students have reported to ISSS that they have been contacted or victimized by scammers. The scammers will try to get money from you or personal information. They pretend to be government officials from either U.S. or foreign country governments (often your home country) and they use threats and intimidation to scare you, or they provide you with convincing information to make you think they are real.

Reminder: Enroll Full Time and Reduced Course Load Options

All international students on F and J visas must enroll and attend classes on a full time basis every semester. Only students who are approved by ISSS to enroll on a part-time basis may study for fewer credits. If you drop below full time enrollment without permission from ISSS and it is not your final semester, this is a violation of your visa status. You must have permission from ISSS to drop below full time BEFORE you drop your classes.

Tax Information for International Students and Scholars

In February, the University will hold two tax information sessions at the Storrs campus for international students and scholars. During these sessions, members from UConn's Payroll, Tax & Compliance and International Student and Scholar Services (ISSS) departments, as well as UConn's VITA program coordinator, will be in attendance to answer questions and provide an overview of the income tax laws and rules that apply to international students and visitors.

ISSS will close temporarily for some all-staff training this week. Please note the following schedule changes:

Monday, January 7: ISSS will be closed from approximately 2 pm - 4 pm. This means walk-in advising will take place between 1:30 and 2:00 pm.

Friday, January 11: ISSS will be closed until 3:30 pm. The front desk will be open from 3:30 to 5 pm.

At ISSS, we are still hearing many reports of international students receiving phone calls from scammers impersonating U.S. and foreign government officials. The scammers may tell you that you are out of status, that there is a problem with your immigration history, that you owe money or need to pay a fine immediately to avoid arrest, etc. They can be very intimidating, persistent and threatening and may demand that you act immediately.

Proposed Immigration Rule on Public Benefits

On September 22, the U.S. Department of Homeland Security announced a proposed new immigration rule that could impact current nonimmigrants who are seeking immigrant status in the U.S., or who are seeking to extend or change their status while in the U.S. F and J visas are considered nonimmigrant visas to the U.S., meaning that you are here on a temporary visa. Immigrant visas are for permanent stay in the U.S., e.g. permanent residence or "green card".

Dear International Students:

Now that the new semester has begun, remember that all F-1 and J-1 visa international students must study on a full time basis every semester.

Full time means you are taking a minimum of:

Bachelor's - 12 credits/semester

Master's/PhD, with graduate assistantship - 6 credits/semester

Master's/PhD, no graduate assistantship - 9 credits/per semester

Dear International Students,

Remember that all international students must study full time if you are on a student visa (F-1) or exchange visitor visa in a student category (J-1 Non Degree, Bachelor's, Master's or Doctoral Student).

Full time =
Bachelor's students = 12 credits/semester
Master's/PhD students = 9 credits/semester. Exceptions: You are considered full time with 6 credits if you have a GA, or if you are enrolled in a 3 credit GRAD defined as full time.
JD = 12 credits/semester
UCAELI = Enroll and attend all IEP courses.

We are writing to inform you that the UConn online payment store, where you can pay the ISSS processing fee for post-completion OPT, STEM Extension OPT, and Academic Training applications, will be shut down next week from April 16 - 22. It will reopen on April 23rd. If you are in the process of preparing your OPT or Academic Training application documents to submit to ISSS, please pay the application fee by April 14th; otherwise you will need to wait until the 23rd to pay the application processing fee and submit your application to
